Romania Introduces a New Road Charging System, Bulgaria to Increase Vignette Prices by 30%

In Romania:

Update (07.08.2026): With a change in the law, the Romanian Parliament decided that the new toll tax (TollRo) for heavy vehicles (above 3.5 tonnes) will apply from 31.08.2026, instead of 01.10.2026 г., as it was decided initially.

From 1 October, two separate road charges will apply: a rovinieta (vignette) for passenger vehicles with a maximum authorised mass of up to 3.5 tonnes, and TollRO for vehicles weighing more than 3.5 tonnes.

The amount payable by heavy vehicles will be based on the distance travelled and will depend on the type of road, the vehicle's weight, and its Euro emissions standard.

The rates will be as follows:

• For vehicles weighing between 3.5 and 7.5 tonnes: between RON 0.08 and RON 0.11 per kilometre (depending on the Euro emissions category) on ordinary roads, and between RON 0.17 and RON 0.22 per kilometre on expressways and motorways.
• For vehicles weighing between 7.5 and 12 tonnes: between RON 0.14 and RON 0.19 per kilometre on ordinary roads, and between RON 0.29 and RON 0.37 per kilometre on expressways and motorways.
• For vehicles weighing over 12 tonnes: between RON 0.24 and RON 0.31 per kilometre on ordinary roads, and between RON 0.48 and RON 0.62 per kilometre on expressways and motorways.

As before, the vignette for passenger cars will remain time-based, regardless of the distance travelled. From 1 July, the price of Romanian vignettes will also depend on the vehicle's Euro emissions standard.

The rates for passenger cars (up to nine seats, including the driver) will be:

• One-day vignette: RON 22 (Euro 6 or electric vehicles), RON 26 (Euro 4 or Euro 5), and RON 29 (Euro 3 or older vehicles);
• 10-day vignette: RON 30, RON 35, and RON 39, respectively;
• 30-day vignette: RON 48, RON 55, and RON 62, respectively;
• Annual vignette: RON 254, RON 292, and RON 330, respectively.

In Bulgaria:

A draft regulation proposes a 30% increase in vignette prices from 1 August 2026 for vehicles with a maximum authorised mass of up to 3.5 tonnes and M1 category motorhomes.

If the proposal is adopted, the annual vignette will cost €64.50 instead of €49.60, remaining the most cost-effective option for regular users of the national road network.

The quarterly vignette will increase to €35.90 from €27.61, the monthly vignette to €19.90 from €15.34, the weekly vignette to €10.00 from €7.67, the weekend vignette to €6.60 from €5.11, and the one-day vignette to €5.30 from €4.09.

The compensatory fee for vehicles with a maximum authorised mass of up to 3.5 tonnes is also expected to increase from €35.79 to €46.50.
