Lawyer Victor Gugushev Appointed Honorary Consul of Romania in Ruse
On October 17, 2025, the official opening of the Honorary Consulate of Romania took place in the city of Ruse. The position of Honorary Consul will be held by Lawyer Victor Gugushev, Senior Partner at Gugushev & Partners Law Office and Chairman of the Management Board of the Bulgarian-Romanian Chamber of Commerce (BRCC).
The ceremony was attended by the Regional Governor Mr. Dragomir Draganov, the Mayor of Ruse Municipality Mr. Pencho Milkov, the Ambassador of Romania to Bulgaria H.E. Brândușa Predescu, the Ambassador of Bulgaria to Romania H.E. Radko Vlaykov, as well as representatives of public institutions, academia, and non-governmental organizations from the region.
Ambassador Predescu welcomed the guests and expressed her satisfaction that Romania’s new Honorary Consulate is being opened precisely in Ruse — a city of exceptional significance for the development of bilateral relations.
“For Romania, the decision to open a new Honorary Consulate here in Bulgaria is a clear demonstration of Bucharest’s sincere and unequivocal interest in further deepening our cooperation at all levels. Business relations between the two countries began in Ruse, and for more than 20 years, the Romanian Embassy has maintained an excellent partnership with the Bulgarian-Romanian Chamber of Commerce. It is a matter of pride that the President of the Chamber has accepted to serve as our Honorary Consul,” stated H.E. Brândușa Predescu.
She also expressed confidence that Lawyer Victor Gugushev will dedicate his efforts to further expanding bilateral relations between Romania and Bulgaria in all fields, with the main priorities of the Honorary Consulate being the promotion and facilitation of business cooperation, cultural exchange, and direct people-to-people contacts.
In his address, Lawyer Gugushev expressed his gratitude and honor at receiving this distinction:
“It is both an honor and a privilege to be appointed Honorary Consul of Romania — Bulgaria’s second-largest foreign trade partner, while Bulgaria is, in turn, Romania’s fifth. I firmly believe that we can further strengthen the ties between our two nations in the fields of culture, business, and economic and diplomatic cooperation.”
During the ceremony, a Protocol of Cooperation was signed between the Ambassador of Romania and the newly appointed Honorary Consul. Lawyer Gugushev received the Consular Patent, by which the Romanian state, through its Ministry of Foreign Affairs, officially appoints him as Honorary Consul of Romania, as well as the official document from the Bulgarian Ministry of Foreign Affairs confirming Bulgaria’s acceptance of the appointment.
