Bucharest-Giurgiu High-Speed Road: 16 route alternatives analysed

The analysis of 16 route alternatives, carried out during the first multi-criteria analysis phase (MCA1) of the Feasibility Study, is a pivotal milestone in the National Road Investment Company’s (CNIR) strategic project for the Bucharest–Giurgiu High-Speed Road. The study was contracted in December 2025 for 34 million lei, funded by EU grants through the Transport Programme 2021–2027, with a duration of 16 months.

The Feasibility Study will determine the final route, the road profile (motorway or expressway), the number and location of interchanges, the road structure and connections to other investment projects. The contractor will also analyse the possibility of implementation through a public-private partnership, as well as the development of an Olympic-standard rowing course along the route.

The routes under analysis ensure connectivity with the existing road network - Motorway A0 Bucharest, Motorway A1 Bucharest–Piteşti, the Sun Motorway A2 and the Giurgiu Ring Road - as well as with future strategic projects: Motorway A6 Bucharest–Alexandria and the new Danube Bridge Giurgiu–Ruse 2.

Following MCA1, the two best-scoring alternatives — assessed against technical, financial, environmental and social criteria — will advance to MCA2. The final route will be confirmed only after the position of the new Danube bridge has been established.

The project is strategic: it is the first high-speed road to be designed at Romania’s border with Bulgaria. Its importance is further underscored by the fact that construction has recently begun on the Ruse–Byala section of the Ruse–Veliko Tarnovo Motorway (133 km), which will provide connectivity to Sofia, Greece and Turkey.
